The train bridge over the Arkansas River the Challenger was supposed to go over into Little Rock had to be yeilded to higher priority trains.  The bridge is two lanes, but since it's over 50 years old the statement was "We don't like to do that."  I'm sure I'd hate to have to admit that were were the state that put the Challenger in the bottom of the river.
